Town of Westville
The Town of Westville will hold a public hearing on January 8, 2024, at 5:30PM at the Town of Westville,4326 State Rte 37, Malone, NY 12953 to provide a summary of activities and progress of the Town of Westville Mobile Home Replacement Program (1243MH301-21) and to provide an opportunity for public discussion and comments relevant to the program. The CDBG program is administered by the New York State Office of Community Renewal (OCR), and provides resources to eligible local governments for housing, economic development, public facilities, public infrastructure, and planning activities, with the principal purpose of benefiting low/moderate income persons. The hearing will provide further information about the progress of the ongoing CDBG project. Comments related to the effectiveness of administration of the CDBG project will also be received at this time. The hearing is being conducted pursuant to Section 570.486, Subpart I of the CFR and in compliance with the requirements of the Housing and Community Development Act of 1974, as amended. The location of the public hearing is accessible to persons with disabilities. If special accommodations are needed for persons with disabilities, those with hearing impairments, or those in need of translation from English, those individuals should contact Rod Lauzon, Supervisor, Town of Westville, 4326 State Rte 37, Malone, NY 12953 at least one week in advance of the hearing date to allow for necessary arrangements. LOCAL LAW
The Town Board of Westville, New York will conduct a public hearing at 6:00 PM on November 20, 2023 at the Westville Town Hall, to consider Local Law #2 of 2023. This law is intended to address a salary increase for the Highway Superintendent.
A full copy of the law will be available in the Town Clerk’s office in order for the public to review prior to the November 20, 2023 Public Hearing. The proposed Law can also be found on the Town website at www.townofwestvilleny.org.
All Town residents and other interested persons are invited to attend the public hearing and ask questions or offer suggestions for the proposed Law.

Notice is hereby given, that the Preliminary Budget of the Town of Westville for the fiscal year beginning January 1, 2024, has been completed, and filed in the office of the Town Clerk where it is available for inspection by interested persons upon request.
Further notice is given that the Town Board will conduct a Public Hearing on said Preliminary Budget on Monday, September 11, 2023, at 6:30 p.m. at the Westville Town Hall.
Pursuant to Section 113 of the Town Law, the proposed salaries of elected officials are certified as follows:

Town Justice -- $11,000
Town Clerk -- $8,000
Councilman -- $2,500

Senior Citizen Tax Exemption
You may be eligible for Senior Citizen Tax Exemption. Certain villages, towns, and school districts have granted up to a 50% tax exemption to persons 65 years of age or older, who owned their home for 12 consecutive months, who occupy their home as their legal residence used exclusively for residential purposes and who meet certain income limitations. You have until March 1 of each year to apply for the exemption for Village/Town/School purposes.
Notice of Potential Traffic Delays
Notification was received on behalf of Michels Power, Inc. and the New York Power Authority that Utility work will begin Sept 12th and continue through Nov 15th, 2023. During this time, Michels Power, Inc. will be removing the existing and installing new overhead power lines. Michels will be pulling overhead lines above St. Rte. 37 in Massena, St. Rte. 37C in Brasher (Permit #202207103287) and St. Rte. 37 in Westville, NY (202207103286).

LEGAL NOTICE
Notice of Public Hearing
The Town of Westville will hold a public hearing on July 10, 2023, at 6:30PM at the Town of Westville, 4326 State Route 37, Malone, NY 12953 for the purpose of hearing public comments on the Town of Westville’s community development needs, and to discuss the possible submission of one or more Community Development Block Grant (CDBG) applications for the 2023 program year. The CDBG program is administered by the New York State Office of Community Renewal (OCR) and will make available to eligible local governments approximately $49 million for the 2023 program year for housing, economic development, public facilities, public infrastructure, and planning activities, with the principal purpose of benefitting low/moderate income persons. Town of Westville is applying for $750,000 in CDBG funds for housing rehabilitation/replacement. The hearing will provide further information about the CDBG program and will allow for citizen participation in the development of any proposed grant applications and/or to provide technical assistance to develop alternate proposals. Comments on the CDBG program or proposed project(s) will be received at this time. The hearing is being conducted pursuant to Section 570.486, Subpart I of the CFR and in compliance with the requirements of the Housing and Community Development Act of 1974, as amended.

REQUEST FOR PROPOSAL
The Town of Westville is seeking proposals from Contractors who are currently in the business of providing landscaping maintenance services; services to commence March, 2023. Contractors submitting a proposal will be required to: Execute an Agreement with the Town of Westville; Maintain General Liability Insurance ($1,000,000 minimum); Workers Compensation Insurance ($500,000)(if applicable) and furnish proof of such insurance. Bidders should contact the Town Clerk, Ann Brady, for bidding specifications.
