NY HELPS – No Examinations Required
New York State agencies are hiring for thousands of critical positions open across the state. To help agencies fill these positions, the Department of Civil Service developed the NY Hiring for Emergency Limited Placement Statewide (NY HELPS) Program. This program streamlines the appointment process to allow State agencies to hire diverse, qualified permanent employees quickly and without examinations. New State employees hired under the NY HELPS Program will be appointed on a permanent basis. To be eligible for NY HELPS jobs, candidates must meet the jobs’ minimum qualifications and any other conditions of employment.
To view open jobs, please visit State Jobs. To narrow your search for NY HELPS jobs, click on “Jobs Open to the Public.” Select "YES" in the NY HELPS field. Press submit. This will bring up all of the NY HELPS jobs that are available. Once you find the job in which you are interested and qualified, review the entire job posting. Directions to apply will be specified on each individual job posting.
All Exam Fees Waived! Please note that civil service exam application fees are now waived for all New York State civil service exams through December 2025.

Town of Westville
The Town of Westville will hold a public hearing on June 11, 2024, at 6:30PM at the Town of Westville, 4326 State Rte 37, Malone, NY 12953 for the purpose of hearing public comments on the Town of Westville community development needs, and to discuss the possible submission of one or more Community Development Block Grant (CDBG) applications for the 2024 program year. The CDBG program is administered by the New York State Office of Community Renewal (OCR) and will make available to eligible local governments approximately $15 million for the 2024 program year for housing, economic development, public facilities, public infrastructure and planning activities, with the principal purpose of benefitting low/moderate income persons. The Town of Westville is applying for up to $500,000 in CDBG housing rehabilitation funds with the principal purpose of benefitting low/moderate income persons. The hearing will provide further information about the CDBG program and will allow for citizen participation in the development of any proposed grant applications and/or to provide technical assistance to develop alternate proposals. Comments on the CDBG program or proposed project(s) will be received at this time. The hearing is being conducted pursuant to Section 570.486, Subpart I of the CFR and in compliance with the requirements of the Housing and Community Development Act of 1974, as amended.

LOCAL LAW
The Town Board of Westville, New York will conduct a public hearing at 6:00 PM on November 20, 2023 at the Westville Town Hall, to consider Local Law #2 of 2023. This law is intended to address a salary increase for the Highway Superintendent.
A full copy of the law will be available in the Town Clerk’s office in order for the public to review prior to the November 20, 2023 Public Hearing. The proposed Law can also be found on the Town website at www.townofwestvilleny.org.

Senior Citizen Tax Exemption
You may be eligible for Senior Citizen Tax Exemption. Certain villages, towns, and school districts have granted up to a 50% tax exemption to persons 65 years of age or older, who owned their home for 12 consecutive months, who occupy their home as their legal residence used exclusively for residential purposes and who meet certain income limitations. You have until March 1 of each year to apply for the exemption for Village/Town/School purposes.
Notice of Potential Traffic Delays
Notification was received on behalf of Michels Power, Inc. and the New York Power Authority that Utility work will begin Sept 12th and continue through Nov 15th, 2023. During this time, Michels Power, Inc. will be removing the existing and installing new overhead power lines. Michels will be pulling overhead lines above St. Rte. 37 in Massena, St. Rte. 37C in Brasher (Permit #202207103287) and St. Rte. 37 in Westville, NY (202207103286).

The Town of Westville is seeking proposals from Contractors who are currently in the business of providing landscaping maintenance services; services to commence March, 2023. Contractors submitting a proposal will be required to: Execute an Agreement with the Town of Westville; Maintain General Liability Insurance ($1,000,000 minimum); Workers Compensation Insurance ($500,000)(if applicable) and furnish proof of such insurance.
